Governance

The local governments that control Lakewood Ranch are Manatee County north of University Parkway and Sarasota County south of University Parkway.  There is no Village government.

The two Counties provide Police, Public Works, Sewer and Water Service, and planning and code enforcement. Both Counties are large professional governments with 5 Member Boards and a County Administrator.

Some municipal services are provided by Community Development Districts (CDD) which are independent local unit of special-purpose government created pursuant to and existing under the provisions of Chapter 190, Florida Statutes. They are an alternative method of planning, acquiring, operating and maintaining community-wide improvements in planned communities.

A Community Development District (CDD) provides community infrastructure generated by growth. They provide services beyond the services provided by County governments. CDDs allow a community to establish higher construction standards, meanwhile providing a long-term solution to the operation and maintenance of the community’s facilities.

What is the difference between Lakewood Ranch Phase I and Lakewood Ranch Stewardship District?
Lakewood Ranch, Phase I consists of all of the Lakewood Ranch Community Development Districts and their Homeowners' Association counterpart. This includes: CDD1 and SRVA; CDD2 and CEVA; CDD4 and GBVA; CDD5 and CEVA; and CDD6 and CCWA. The Lakewood Ranch Stewardship District falls outside of the Lakewood Ranch, Phase I boundary. The IDA, CDD's, or HOA's do not have any jurisdictional authority or management responsibilities for the Stewardship District.
Why is there no CDD3?
Community Development District 3 was a commercial CDD and was dissolved pursuant to County Ordinance 08-73. The Lakewood Ranch Town Center Owners' Association (TCOA) assumed the governing responsibilities of CDD3.

Hello, Gary, and thank you for the email. By copy I am also asking Gary Glass to reach out to you, he is the Director of Community Association Services and supports CEVA, along with his team. He can help with getting you connected to the HOA and CDD website.  You may also find it’s helpful to have a representative from Waterfront attend our CEVA monthly meetings at Town Hall, all of our neighborhoods, including condo’s are encouraged to attend. The next meeting is January 28 at 3pm.

CEVA’s main role is to provide governance and management for our Homeowners as defined in the Covenants, Articles, Declarations, By-Laws and HOA Manual of the Association. In the CEVA budget process, it is recognized that as a Condo you have a further set of documents and a management organization and there are parts of the CEVA support structure that are not charged to condo’s.  We try to be a homeowner friendly organization and work closely with the CDD’s and Condo’s as well as the local CERT (community emergency response team) organization and Community Activities Services (Main St and local Community events and clubs).
